He went to the Eye of Orion to recover a bit try and make himself believe that Rose was going to have a better life without him. On Earth we know it's post School Reunion, as Sarah Jane Smith has a working K-9 following her about. Considering Rose was gone a year before she returned home for the aliens to take over London's government, that makes it late 2006 or early 2007. Since Martha met the Doctor only a few days before she left him in 2007 (tho they traveled for about a year or more and experienced another year of terror) then I'd say we in early 2007.
